UPDATE: So I installed the card and it seems to work. Waiting for a work unit to get assigned. It may take a week or several, but I aim to do whatever I can to get my money back from this guy.

Open a case on Ebay.

Flag it as disputed on PayPal.

Put everything in writing VIA the Ebay Messages System.  Include lots of these photos.

This is the GPU equivalent of a “Michigan Rust-Free car” as David Tracy would put it. Basically the seller probably said it is guaranteed to work and is tested and plays all the games yadda yadda, but is clearly showing a lot of dust and gunk build up which means it has sat in a parts bin for a while. It also shows a lot of corrosion so it had liquid damage or condensation on it at one point so it is most likely scrap. It’s a low mieage flood salvage being sold as “grandma’s car - she barely drove it. Needs a few days to work out the hiccups, so don’t worry about it! Just drive it for a bit (hopefully out of the return wind ow)“

See if ebay will help you first before going the credit card dispute (though if ebay drags its heels, go ahead, there is a time limit).

Anyway, yeah that’s not great. I’m willing to buy refurbished electronics from a reputable seller, but I can’t say I really trust private party.

This thing is totally unacceptable. I feel hopeful that either eBay or the Visa will take one look at the images and say, “Nope.” The thing is, I ordered it for Ttyymmnn, and had it sent to him, and it wouldn’t fit in his case, so he had to send it to me so that I could test it and I won’t even open my case for it.

I had some idea. Ebay dude sent out a complete piece of crap. I’ve got over 1500 transactions on ebay over ten years and this is only the second time I’ve encountered such a wretched seller. Sellers on eBay, in my experience, are concerned with their reputation and feedback. Not this putz.

I ordered a Radeon GTX580 just now, on a suggestion from Manwiththesauce. He showed a graphic from some benchmark that said it outperformed the 1060 by a margin. I just need something that will handle my Photoshop and Illustrator and occasional video editing. And do a bunch of flops for F@h!

I’ve already left a negative feedback. My hope is that if he cancels the transaction by initiating a return, he can remove the negative feedback and that this will motivate him. So far, he has ignored three emails from me. I’m hoping Visa will come through for me in the end. Right now, seems eBay is backing the seller because the seller doesn’t accept returns.

This always drives me nuts.  I’ve sold a lot on ebay the last few years and always try to do well but I’ve had the dispute process side against me a couple times when the buyer damaged something or didn’t understand the listing at all so while it can take a week or so it should side with you.

eBay's Buyer Protection is for this exact situation. Open a case, attach a photo, if the condition doesn't match the description or photos, you'll get your money back. Heck, Buyer Protection is so OP some people have used it to scam sellers!

Invoke eBay’s Buyer Protection. It’s for this exact situation.

Open a case, attach a photo, if the condition doesn’t match the description or photos, you’ll get your money back. Heck, Buyer Protection is so OP (intentionally weighed against sellers) some people have used it to scam sellers!

Doing it through eBay guarantees the scammy seller doesn't keep your money.

There was one actual picture. I didn’t look that closely, TBH, because in my experience, people on ebay don’t behave like this. Also, there were logistical challenges because I ordered the card for Ttyymmnn, who didn’t realize how bad it was when he received it because this isn’t his wheelhouse. So it’s a FUBAR situation. Hopefully, Visa will help me out.
